The District leadership plan was created by Rotarians to benefit Rotarians The plan itself is the immediate result of the three year experiment in District organizations which concluded in June 1996. But it addresses needs that were identified by Rotary leaders as early as 1987-88.

At the request of 1992-93 RI President Clifford L. Dochterman a committee of the Board reviewed proposals and selected 12 districts to participate in the pilot program. The RI Board reviewed initial status reports from each district in May 1993 and initiated the pilot program on 01 July of the same year. Interim status reports were presented to the Board in October 1993 and June 1994. Each participating district was asked by the General Secretary to submit a second year report in May 1995.

The RI Board adopted the District Leadership Plan as recommended by the 10th Decade committee in February 1996 with implementation stated for July 1997. The Board reviewed the status of the plan at its June 1998 meeting. The number of Assistant Governors appointed is based on the needs of the district. Some districts may find the term “Assistant Governor’’ unsuitable or may already use terms such as “ Associate Governor ’’ or Deputy Governor “ for purposes of clarity and consistency.
